Establishing a Children’s and Young People’s Health and Wellbeing Programme Board

Summary

1.           This report asks the Health and Wellbeing Board to approve the establishment of a Children’s and Young People’s Health and Wellbeing Programme Board as a sub-committee of the Health and Wellbeing Board.

        Background

2.           Recently the Health and Wellbeing Board reconsidered their priorities for the remaining life time of the Joint Health and Wellbeing Strategy. They identified support for the first 1001 days as a key priority as one part of a renewed focus on improving children and young people’s health and wellbeing outcomes, including their mental health. HWBB, at this time, also raised concerns about how little input into recent HWBB meetings there had been in relation to children and young people’s health and wellbeing.

3.           Historically the YorOK Board reported to the Health and Wellbeing Board for delivering certain priorities within the Joint Health and Wellbeing Strategy along with producing, publishing and monitoring the implementation of the children and young people’s plan. However, the YorOK Board has not met since 2019 and the current children and young people’s plan has come to an end.

4.           The partnership landscape has also evolved with the establishment of a new Safeguarding Children’s Partnership and governance structure for York and also a Humber, Coast and Vale Integrated Care System Children and Young People’s Alliance which is driving the transformation programme for delivering the commitments for children and young people in the NHS Long Term Plan.

5.           There is a need to establish a strategic board in York with responsibility for ensuring an integrated local system which works for children, young people and their families to improve the quality and experience of care and support, improve health and wellbeing outcomes and prioritise the reduction of health inequalities.

6.           This Board will not seek to duplicate the work of existing partnerships but will work to reduce duplication and overlap of workstreams / programme to provide clarity and ensure there are appropriate linkages with the HCV ICS Children & Young People’s Alliance and the HCV ICS Maternity Services Transformation agenda.

7.           It is intended that the Board be established as the strategic Board for maternal, children and young people’s health and wellbeing with key responsibilities for driving these agendas for York Place within the new HCV ICS constitution and governance arrangements.

Main/Key Issues to be Considered

8.           A number of informal discussions have taken place, along with one short workshop, focused around how best the HWBB can ensure that the gap created by the YorOK Board not meeting is filled.

9.           With this in mind it is proposed that the YorOK Board be dissolved and a new Children and Young People’s Health and Wellbeing Programme Board be established.

10.        A draft Terms of Reference for the new programme board is attached at Annex A of this report. This sets out governance arrangements and proposed membership.

11.        The new programme board would not seek to duplicate the work of other existing groups within the health and social care system but would instead be focused around working in partnership to ensure the best health and wellbeing outcomes for children and young people in the city. It will strive to reduce health inequalities for children and young people and the production of a new children’s and young people’s plan for the city.

12.        It should also be noted that YorOK is an established brand within the city and the proposal is to dissolve the YorOK Board only but to keep the brand and its associated website which remain the responsibility of Children’s Services within the Council.

 

 

Consultation

13.        A number of partners were invited to take part in a short workshop in October 2021 and a further ‘shadow meeting’ was held in early December 2021 to discuss Terms of Reference for the new programme board. There is an ongoing mapping exercise to look at what other children and young people’s groups are doing to avoid duplication.

14.        Further consultation will take place as work streams, priorities and action plans emerge.

Options      

15.        The HWBB are asked to approve the establishment of a new Children’s and Young People’s Programme Board, reporting directly to the Health and Wellbeing Board. The Board are also asked to approve the Terms of Reference for the programme board at Annex A to this report.

 

Strategic/Operational Plans

 

16.        Establishing this programme board would facilitate the delivery of the starting and growing well elements of the existing Joint Health and Wellbeing Strategy. It would also be the conduit for the production of a new children’s and young people’s plan for the city.

        Implications

17.        Financial – There are no financial implications attached to establishing a programme board and the board will not have budgetary responsibilities. Individual organisations will need to ratify decisions and any budgets required through their own organisational governance arrangements.

18.        Human Resources (HR) – There are no human resources implications as a result of this paper

Risk Management

19.        With the dissolution of the YorOK Board it would not be clear where the responsibility for children’s health and wellbeing would lie. Creating a new programme board would allow for a partnership approach to reducing health inequalities within this cohort of York’s population

        Recommendations

20.        The Health and Wellbeing Board are asked to:

·        Approve the establishment of a Children and Young People’s Health and Wellbeing Programme Board as a sub-committee of the Health and Wellbeing Board.

·        Approve the Terms of Reference for the new programme board attached at Annex A to this report to be reviewed annually.
